Key findings

The City of Los Angeles issued 10,506 residential re-roof permits from September 2025 through August 2026 — about 876 a month (28.8/day), up 1.0% on the prior year. Granada Hills (ZIP 91344) replaced more roofs than any other ZIP. 21.2% of jobs required a new roof deck. 99.4% were Class A cool roofs (Title 24). And the median declared permit valuation was just $5,200 — a fee figure, not a price, which is why it looks nothing like the $9,000–$30,000 real quotes run. How Many Roofs Does Los Angeles Replace?

10,506 permitted residential re-roofs in the trailing 12 months (Sep 2025–Aug 2026) versus 10,406 the year before — a 1.0% increase. September 2026 is on pace to be the busiest month in two years: 1,180 permits by the 26th, already ahead of any full month since October 2024. This counts only 1–2 family homes inside L.A. city limits (LADBS jurisdiction) — not unincorporated county areas, Long Beach, Glendale, Pasadena, or other cities with their own building departments — and only permitted work. Unpermitted re-roofs (see why that’s a bad idea) don’t appear.

When Is Roofing Season in L.A.?

How Often Does the Roof Deck Get Replaced?

L.A. re-roof permits specify whether the new roof goes over the existing solid sheathing or over new solid sheathing. In the last 12 months, 2,204 of 10,392 permits (21.2%) called for new sheathing — roughly one job in five. What L.A. Roofs Are Being Built With

99.4% of permits were for Class A (or B) fire-rated, cool-roof-rated covering under 6 lb/sq ft — the LADBS express-permit standard that satisfies California’s Title 24 cool-roof rule and the city’s fire-rating requirements. Only 109 permits in the year explicitly mentioned tile; the vast majority are composition shingle or similar lightweight systems going over existing decks. Why Permit Valuations Look Nothing Like Real Quotes

Across 9,929 permits with a declared valuation, the median was $5,200 (25th–75th percentile $3,800–$7,500; 90th percentile $12,385). Only 14.0% declared $10,000 or more and 4.7% declared $20,000+. Meanwhile real replacement quotes in Southern California typically run $9,000–$30,000.

The gap is not fraud — it’s how permit fees work. Filter: building permits with permit sub-type “1 or 2 Family Dwelling” whose work description contains “re-roof”; solar-only permits excluded. Valuation statistics exclude permits declaring under $1,000 (supplementals and nominal entries). Counts are by issue date.
